Cambodia is refusing 6- and 12-month EB extensions where no work permit is on file

The EB ordinary visa and the work permit have always been two separate documents from two separate ministries — the Ministry of Interior grants the right to stay, the Ministry of Labour and Vocational Training grants the right to work. What has changed is that the two are now checked together. Multiple independent sources report that 6- and 12-month EB extensions are being refused, where employment is involved, if no valid or in-process work permit is on file, because labour and immigration records are now linked. What's changing
For years the practical reality was that the EB extension and the work permit lived in separate worlds. You could hold a perfectly valid 12-month EB extension and no work permit, and nothing in the extension process would surface the gap. That is what has changed.
Immigration and the Ministry of Labour now share data. The consequence is that the work permit is being checked at the extension counter rather than only by the Ministry of Labour, so an applicant who needs one can now fail a renewal on it. A renewal that would previously have gone through on its own paperwork can now fail on a document the applicant did not think the renewal was about.
The distinction that matters is between the SHORT and the LONG extensions. The 1- and 3-month EB extensions do not require a sponsor and are not where this is being reported. It is the 6- and 12-month extensions — the ones that carry a sponsor and multiple entries — where the check is being applied.
An in-process permit is reported to count, not only a completed one. That matters for timing: it means the sequence is to start the permit before the extension falls due, rather than to treat the two as independent errands that can be run in any order.
These reports are a converging secondary-source reading rather than a primary-text check. We have not located a primary text stating the enforcement change, and we say so rather than dress a consistent set of secondary readings as an official announcement.
Who is affected
Anyone renewing an EB extension at 6 or 12 months who is working in Cambodia without a current work permit. The reports describe working applicants. Whether the same check reaches long-stay residents who are retired or earning wholly from abroad is not something we have been able to establish, and we would rather say so than guess on your behalf.
It matters most to three situations. Someone working for a Cambodian employer who assumed the employer had handled everything. Someone running their own registered company who has been sponsoring their own extension without a matching permit. And anyone on an agent's umbrella arrangement, where the sponsor and the permit may not be the same paperwork.
It does not change the position for short 1- and 3-month extensions, and it is not a statement about the visa you already hold — an EB in force remains in force to its own expiry. The constraint shows up at the next renewal, not on the day the rule changes.
What you should do
Establish where your work permit stands before your extension date, not after. If a permit application is already in progress, that is reported to be sufficient — but only if it is genuinely in progress, which is a matter of record rather than intention.
If you are employed, ask your employer for evidence of the permit rather than an assurance about it. The consequence of a missing permit falls on the person whose extension is refused, not on the person who said it was handled.
If you are not working in Cambodia and hold an EB for long-stay reasons, this is worth a conversation before your renewal rather than at it, because the answer may be that a different route fits your situation better than an EB you now have to defend.
